  • Autumn Statement 2016 - lettings agent fees to be banned.

    Following yesterday's announcement that letting agent lettings fees are to be banned for ingoing tenants we are providing you with the following information from the BBC website to keep you fully informed.

    Please bear in mind, this announcement yesterday is simply that, it is simply an announcement and no dates or detail have been released as yet.

    Rest assured as and when we hear anything from our sources we will inform all of our customers and clients.

    Currently we do not expect this to effect any of our current packages or deals that we have with our landlords.

    Lettings agents in England will be banned from charging fees to tenants "as soon as possible" under plans announced in the Autumn Statement.

    Tenants can be charged fees for a range of administration, including reference, credit and immigration checks.

    Chancellor Philip Hammond said shifting the cost to landlords will save 4.3 million households hundreds of pounds.

    The move could spur competition as landlords, unlike tenants, can shop around for the cheapest agent.

    In Scotland, lettings agency fees to tenants have already been banned.

    In England and Wales since last year, lettings and managing agents have been legally obliged to clearly publicise their fees.

    Fees vary widely, with costs in some big cities much higher than elsewhere.

    Tenants face charges when agents draw up tenancy agreements along with the possibility of a non-refundable holding deposit paid before signing up to the deal. 'It is incredibly expensive'

    Natalie Lightman says it is "incredibly hard" to find a place to live in London, but eventually she found a "cosy but expensive" flat.

    "Then I paid £150 just for the privilege of putting down a deposit," she says.

    In total, she paid upfront costs of £2,000 before setting foot in the flat, of which the letting fees were a part.

    "Banning fees is a good idea as it will drive up competition," she says. "A lot of people cannot afford these costs."

    But Julie Turner, who is a landlord, says the extra costs faced by landlords will lead to higher rents.

    "We do not make a profit on our property we rent out because there is the service charge and insurance and mortgage, and there is a new tax law coming in," she says.

    "If the administration fees come back to the landlord the rent will have to increase. It is not being greedy, it is just we need to cover our costs." Choice

    Charities have said that these primarily upfront fees have risen in recent years.

    The latest English Housing Survey shows fees typically cost £223. However, Shelter research in 2012 found that one in seven tenants pays more than £500.

    The charity said renters had no choice over the agent they dealt with after finding a house or flat. Landlords, on the other hand, were able to choose between agencies to act for them when renting out their property.

    Many tenants are angry that, with more competition for decent places, they are forced to pay to guarantee somewhere to live. Some argue that the fee for drawing up a tenancy agreement far outweighs the actual cost to the agent.

    Overall, along with rent in advance and a deposit, the average upfront costs faced by renters using a letting agency are more than £1,000 nationally and over £2,000 in London, according to Shelter.

    The industry has argued that administration has a cost and has argued for stronger consumer protection through regulation of the sector, rather than a ban.

    David Cox, managing director of the Association of Residential Letting Agents (Arla), said: "A ban on letting agent fees is a draconian measure, and will have a profoundly negative impact on the rental market.

    "It will be the fourth assault on the sector in just over a year, and do little to help cash-poor renters save enough to get on the housing ladder. This decision is a crowd-pleaser, which will not help renters in the long-term. All of the implications need to be taken into account.

    "Most letting agents do not profit from fees."

    Agents saw some of the biggest falls in company share prices in early trading, with Foxtons down 11%, Countrywide down nearly 6%, and Savills also falling slightly.

    Life-Style Property Services was one of the first businesses to start on what was a new housing development on 1,000 acres in North Bristol (Bradley Stoke) which began in 1986. I was a local GP and started the only GP practice in Bradley Stoke in 1986. I had no purpose-built premises initially and worked from a variety of premises including two semi-detached houses. When I managed to acquire land and build a purpose-built Surgery the recession of 1989/1991 was in progress. I visited Life-Style Property Services and met Nicola Tovey. She advised it was not a good time to sell but to let out these 2 houses. Nicola (who moved up in seniority within the business) and then her colleagues at the expanded business of Life-Style Property Services have supervised the letting of these houses ever since.

    Nicola is friendly, totally reliable, efficient and helpful. I must have known her now for nearly 30 years. She manages potentially difficult situations between landlord and tenant with humour but is always fair and straightforward in her dealings. She communicates clearly and always returns calls promptly, which can be a rare event nowadays. She has a broad experience of running an office, accounts and of the property business. Her knowledge of property and the legal side of the landlord/tenant business is vast, backed up by many years of experience.

    Nicola provides prompt monthly e-mail financial accounts. Her advice regarding renovation of property and also what is a good investment property is always sound.

    Nicola is always polite, honest and pleasant and inspires confidence in her integrity and professionalism.

  • Bank Of England cuts interest rates to 0.25%

    The following information has been gathered by Life-Style Property Services from several sources.

    Following Britain's decision to leave the EU, the British public have been unsure of how the decision will affect us financially, politically and economically.

    In July 2016 the Monetary Policy Committee voted in favour of holding the bank rate at 0.5%. The bank rate is set by the Bank of England and determines the price which banks and building societies buy and sell money at. Rates had been at 0.5% for the last 7 years but today the Bank of England has cut interest rates to 0.25% in an effort to to stimulate the UK economy, including a scheme to force banks to pass on the low interest rate to households and businesses. Governor Mark Carney said there was scope to cut the interest rate further if the economy further deteriorates.

    Traditionally, a cut in rates meant a reduction in people’s monthly mortgage repayments and people on tracker mortgages, where repayments vary with the base rate, will benefit from the interest rate cut. However, the number of people on tracker mortgages has declined over the years with people opting for fixed rate deals to lock in low rates for a few years in anticipation of an interest rate rise rather than a cut.

    Mortgage rates are already low and there is a chance that they may go lower although some believe they will not. So if you are looking to buy a new home, why wait? The base rate cut could save you money but if you leave it too long you could miss out on securing a deal on a property.

    Here are a few quotes that are currently around from various sources reflecting the more positive side of the EU exit:

    “As soon as Brexit was confirmed last week, the cost to banks of funding fixed deals started to fall,” says Paul Thomas in the Daily Mail. “This is measured by so-called swap rates. In the wake of last Thursday’s referendum, swap rates fell by as much as one-third. These falls should soon be passed on to borrowers in the form of lower interest rates.”

    It’s also important to remember that people always need somewhere to live. “In the long-term, being in or out of Europe simply does not reverse the fundamental driver of the mainstream housing market, namely that there are too many people chasing too few homes,” says Dan Gandesha, founder and CEO of Property Partner, i=on Huffington Post.

    “There are no signs of the British property market ‘falling off the face of the earth’ as some had feared it might if the UK voted to leave,” reports Hazel Sheffield in The Independent.

    Jeremy Leaf, a former chairman of the Royal Institution of Chartered Surveyors and north London estate agent, said the “Brexit bombshell” came when prices were already slowing, especially in London, following the increase in stamp duty at the beginning of April. This perception of an existing slowdown meant the market was “more resilient than we might have expected”, he said. There was “a determination on the part of most customers to get back as close to normality as possible”.

    Britain's housing market has steadied after some deal cancellations immediately after the country voted to leave the European Union, housebuilder Persimmon (PSN.L) said on Tuesday. Chief Executive Jeff Fairburn said it was too early to judge the impact of the June 23 "Brexit" decision, but his company's focus on lower priced deals involving first time buyers and first-time movers made it well placed to cope with any turmoil. "There is some uncertainty among people about what's happened and that's natural, but we've not seen that translate to any significant change in our trading," he told Reuters.

    Quotes from The Guardian and Evening Standard say, the consensus is that there is a good chance that prices will soften but that the ground is unlikely to fall from beneath the market, so should you go ahead with your purchase? Experts seem to suggest this depends on the nature of the deal. If you're an investment buyer looking to buy a second home to rent, for example, it might be worth holding fire. Similarly, if you have a small deposit of five per cent, it might also be worth letting the dust settle a little. However if you have a decent amount saved up and are looking to buy a home to live in for a number of years, it's probably worth going ahead, says Virginia Wallis in the Guardian. She adds if you are "buying a long-term home to live in", short-term price movements should prove "fairly irrelevant". Ray Boulger, a mortgage adviser and property market commentator, says much the same in the London Evening Standard. 'I'd advise people who have been looking for a property for a long time and finally found one they want to just go for it," he says.

    Our thoughts mirror the general thoughts of the country, that it is way too early to predict how the market will react. As a nation we need to keep an eye on the situation over the next 24 months and act accordingly. But as you can see, maybe it's not all doom and gloom.
